Former MP writes to CM on highway land compensation issue

ITANAGAR, Sept 22: Former Lok Sabha MP Takam Sanjoy has requested Chief Minister Nabam Tuki to initiate prompt action to do justice to hundreds of tribal land owners who are losing their allotted land for construction of National Highways from Banderdewa to Itanagar in addition to heavy premiums and revenues already paid to the state exchequer.

In a letter to the CM, Sanjoy stated that for the past few months, the Capital Administration has been assessing land required for construction of 4-lane National Highways from Banderdewa to Itanagar. However, the administration has never been clear regarding acquisitions of land allotted by the State Govt. to individuals many years back. There has not been a clear-cut directive regarding land compensation against parted land for National Highways. Individuals have been paying land premiums and revenues for years together. Moreover, hillocks have been developed by spending lakhs of money by using excavators and bulldozers, etc., the former MP said.

No proper assessment of compensation has been made except building structures etc. in the absence of proper directive by the State Govt, because all land allottees are local tribals’ and the RR and Land Compensation Amendment Act of 2013 should apply to enable tribal land owners to get atleast the minimum compensation against acquired land for the Highways.

If no proper and urgent step is taken, it may invite litigation in future. Justice has to be given even if no buildings are standing. The pretext of land allotment being "Lease for 40 years" etc. is no excuse for the Govt.  he said.

Claiming that the matter was also brought to the notice of the Chief Secretary, Sanjoy further stated that moreover, state government is not incurring a single penny for the compensation as the onus of sanctioning and paying the required compensation for such land acquired remains with Govt. of India.

NERIST students take out peace rally

ITANAGAR, Sept 22: The Students Union of NERIST (SUN) today took out a peace rally in protest against the non-functioning of the institute due to on-going strike by the NERIST Employees’ Association (NEA).

‘Owing to dilly-dallying tactics of the authority and the uncompromising attitude of the so called self-style NEA, we have had to take up our course of democratic movement. We will continue to protest against non-functioning of the institute in various democratic forms, said SUN president Longpo Cheda in a release.

Stating that students have been suffering due to NEA issues since last 3 years, the release said all  appeals made to NEA and authority to resolve the crisis fell into deaf ears.

“Our mid-semester exam was supposed to be held on 15th of this month but due to the prevailing agitation and defunct state of the institute caused us to postpone the exams,” the release said adding “Our academic careers are in stake. We have come in NERIST to be enlightened, and learn to serve the country. In such hampering situation it becomes impossible for us to concentrate and carry on our normal activities.” While condemning and denouncing the NEA’ indefinite strike, the NERIST Alumni Association (NAA) said the on-going strike is curtailing the normal functioning of the NERIST. NAA president Gyandhi Lapung, who was vice chairman of the fact finding Committee constituted earlier to look into NEA’s matters, said “it was found that all of NEA’s demands that came under the purview of the institute’s norms were fulfilled and the remaining   demands were beyond the capacity of the Director. As such pursuing those demands and pressurizing the director is totally unreasonable and unacceptable.”

Enough has been suffered by the students of the NERIST due to conflicts between NEA and the authority, he said.

 

AAPSU condemns strike at NERIST

ITANAGAR, Sept 22: All Arunachal Pradesh Students Union (AAPSU) today strongly condemned ongoing indefinite strike of NERIST Employees’ Association since 3rd September  saying that it adversely affecting the academic and conducive atmosphere of the institute.  AAPSU president Kamta Lapung in a statement today said that due to ongoing indefinite agitation of the employees association various departments under the institute such as laboratories, workshops, libraries, academic, training and placement chamber, store and chamber  remained closed. AAPSU president also added that the students had to postpone the mid-semester examination due to ongoing agitation.  Lapung also said that few points  raised by NEA’s according to Fact Finding Committee constituted  last year were fulfilled, however , demands of  pension is beyond the scope of Director, as it cannot not be solved at institute level. AAPSU president further demanded unconditional withdrawal of agitation of NEA for the greater interest of the students’ community. AAPSU further urged the authority to take disciplinary action against the offender as the established law.

 

 

 

IBC & DoKA hold joint meeting at New Delhi

NEW DELHI, Sept 22: A joint meeting of International Buddhist Confederation (IBC) and Department of Karmik & Adhyatmik (DoKA), Govt. of Arunachal Pradesh was held at New Delhi today. The meeting presided over by Jambey Wangdi, Chairman, DoKA  was attended by Ven Lama Lobsang, Vice President, World Fellowship of Buddhist  and MLAs Japu Deru, Kumsi  Sidisow, Jambey Tashi & Passang D. Sona,  Kishore Thukral, Executive Director, Communications, IBC & Ashok Wangdi, IBC Project & Planning and other officers.

A study tour to South Asian countries as well as cultural exchange programmes in conformity with Look East Policy was agreed upon in the meeting.  It was also mentioned that visit by prominent world Buddhist scholars to Arunachal probably in the month of November 2014 shall be organised under the umbrella of International Buddhist Confederation.

On suggestion of Ven Lama Lobsang, the meeting decided to organize a Medical Camp in Tawang inviting super specialists from AIIMS, New Delhi. Tentative date has been fixed for the month of November  next. Development of Buddhist circuit in the Himalayan region was also discussed in order to boost the tourism industry.

 

 

Women empowerment key to prosperous society: APSCW

ITANAGAR, Sept 22: In order to reach and connect with the rural women, the Arunachal Pradesh State Commission for Women (APSCW) in collaboration with the Chandan Women Welfare Society (CWWS), an affiliated body of APWWS conducted one-day legal awareness programme in remote Wakka circle of Longding district on Sept 17.

In her keynote address APSCW Chairperson Gumri Ringu said that the women empowerment is key foundation for the prosperous and healthy society. She spoke about the various women friendly laws enacted by the Govt. to protect women from the atrocity. Ringu also said that women need to equip themselves with various and latest laws in order to fight against the injustice and atrocity against them. However, she added that women should not misuse the law and machinery which has been established by the govt. for the greater interest of women. She appreciated the state govt. decision for establishing women police stations in various district headquarter.

Speaking on the occasion, Wakka circle ZPM, Matpho Kolong appreciated the chairperson Ringu for organizing such programme in the remote area for the first time. He highlighted about the various problems faced by the women in the remote area adding that trafficking is due to poverty, illiteracy and lack of knowledge about the law.

He further informed that opium cultivation has drastically reduced in recent time due to active participation of women and district administration. But still, some persons are found to cultivate opium in few pockets. In order to carve the opium cultivation, the alternative sustainable source in the form of agriculture and horticulture cultivation should be encouraged, he said.

The CDPO of the area K T Tungkhang informed that till late 12 cases of Domestic Violence has been received and that they have intervened in the case. She mentioned that in some extent the  polygamy is also responsible for domestic violence.

The APSCW Legal Advisor, Kani Nada Maling highlighted about the PWDV Act-2005, POCSO Act 2012 and Narcotic and Psychotropic Act 1985 and Arunachal Pradesh Victim Compensation Act 2011.

The APSCW Member Secretary, Yame Higio highlighted about the powers and functions of the APSCW. The APWWS Gen. Secy. Samnem Ngemu Lego spoke about the functioning of NGO and background of APWWS and its movement to eradicate the social evil and empowerment of women in the state, while, APWWS treasurer Dipti Bengia Tadar spoke on the importance of girl education, health and hygiene.

Later in an interaction session it has been observed that the main cause of trafficking is due to illiteracy and poverty. Later, in the day, the APSCW team met District Administration, Police and the accused of the recent child trafficking case.

APSCW Chairperson hailed the district and police department for promp action in tackling the child trafficking case and appealed them to extend cooperation in near future in women and children related cases.

Circe Officer of Wakka Circle, RK Rai, Panchayat leaders, Asstant. Commandant of CRPF Sunil Kumar, ex-ZPM, women NGO representative of 11 villages along with students attended the day long programme, according to an official release.

 

 

Official team inspects development projects in Yachuli

ZIRO, Sept 22: The Deputy Commissioner Lower Subansiri Krishna Mohan Uppu along with ADC Tapasya Raghav, CO Yachuli, CO Pistana, HoDs & Gaon Buras conducted inspection of Govt. schools, PHCs, Fair Price Shops, development projects in Joram, Jara, Tili, Talo, Neelam & Deed of Yachuli Sub-division.

The DC expressed his satisfaction on construction of Joram-Koloriang road project undertaken by BRO.

During the visit, most of the school Principals expressed their concern regarding non-availability of mid day meals. They also informed that there are no computer operators available, though computer sets were provided by the directorate a couple of years ago.

The DC directed the DDSE, Ziro to take necessary action against the concerned mid day meal contractor for the lapses. He advised the DDSE to utilize computer operators provided to the block & panchayats for periodic imparting of basic computer education to the children. He also advised the headmasters/principals to make available separate toilet facilities for girls, organize social service in and around the school premises & toilets, motivate children to ensure high enrolment ratios and also urged the teachers to lay special emphasis on English & computer education.

ADC Raghav suggested the principals/head masters of schools to request local PRIs to cater to minor facilities to the school.

The Goan buras and people of Neelam village expressed their dismayed over the closure of the school four months ago by giving a closure report to concerned authority despite availability of children in Neelam village.

The DC assured to take strict action against the concerned teachers for giving such report and ensure early re-opening of the school.

The DC also assured to look into the absentee staff of PHC Talo as only a single dresser out of 12 medical staff was found present during the visit.

The Gaon buras of the concerned villages expressed their dismay over the lack of availability of PDS items in the fair price shops and it was also found that most of the shops were shut and the registers were not duly maintained especially for SK oil during the inspection. The DF&CSO was directed to submit a detailed report within a week for further necessary action.

Meanwhile, responding to a memorandum submitted by the people of Deed, the DC said that the proposal for Staff & infrastructure development submitted to the government earlier in regard to Deed circle will be pursued for early solution.

Later the DC inspected the proposed site for creation of circle office & also visited the PHC & senior secondary school. He advised the PRIs & public to focus developmental aspect. DIPRO

 

 

DC expresses disappointment over bank performance

ROING, Sept 22: The District Level Review Committee, District Consultative Committee and District Level Security Committee Meeting of Lead Bank for the quarter ended June 2014 was held at Roing today.

Chairing the meeting Deputy Commissioner Shiv Kumar expressed disappointment with the performance of the banks as there was no improvement in the Credit: Deposit Ratio as compared to last quarter ended.

He asked the bankers to take up measures to improve the Credit: Deposit Ratio and credit more loans to the customers. He asked the bankers to jointly organize financial awareness campaign at Roing in the month of October along with the line departments, so that the people may come to know about the credit/loans provided by the banks. He also asked the HDFC Branch Manager to take up more schemes under priority sectors as the Bank has shown negligence in the implementation of scheme under priority sectors like agriculture, industries, services and crop loans.

While reviewing implementation of various schemes like PMEGP, SHG, KCC, SRLM etc., the chairman has asked the selection board to accept only viable project under PMEGP as most of the beneficiaries mis-utilize the fund under PMEGP. He asked the board to let the concerned departments examine the viability of the project and get it sanctioned only after confirmation of its viability.  He also asked the bankers to promote KCC loan and Tractor Loan under CM Farm Mechanization programme. He asked the head of the line departments and bankers to attend such meeting well prepared with latest data. He also asked the bankers to take up activities under CSR programme to promote their banks.  

In regard to Security Arrangement of the Banks, Rajneesh Gupta, Superintendent of police asked the bankers to compulsorily put CCTV camera in every ATMs and also within office premises.     Raja Linggi, Anchal Chairperson, Roing Block requested the bankers to provide loan for the improvement of Anchal Samiti Market at Roing and also not to deny loans to the genuine traders/businessman of the area.

Earlier, Chief Manager (Lead Bank) S C Chanda informed that the purpose of the meeting was to review and to take stock of the implementation of various developmental schemes under the Lead Bank Scheme as at the end of June 2014.

SBI Roing,Chief  Manager R Hussain informed that the bank has shortage of staffs due to which it is unable to deal with credit link schemes and also informed that present building is very congested.  Branch Managers of various Banks viz.  APSCAB Roing & Dambuk, HDFC, APRB, PD DRDA, ADTH, DAO incharge, EO (Fishery) of BDO Office Roing also participated in the meeting. Review meeting on project implementation held

CHANGLANG, Sept 22: Changlang Deputy Commissioner Chanchal Yadav conducted a review meeting of all the on-going project implemented under SPA, NLCPR, CRF, NEC, RGGVY, RIDF and 10% LS grant for NE region at DC’s conference hall today.

Terming the month as a beginning of works season in the district, Deputy Commissioner asked all the executing agencies to prepare road map for the next six months. Further DC urged them to take up every scheme as a mission and make optimum utilization of the short working period to ensure completion of all the ongoing projects within stipulated time.

 She assured full co-operation from General Administration. Stressing that priority should be given while implementing the schemes on the basis of public utility, she gave emphasis on early completion of  CC road construction in Changlang township areas, Margherita-Changlang road, Indoor ward of District Hospital, Changlang, up-gradation of Namchik-Miao-M’Pen road, etc for the larger interest of the people of the district. DC reviewed the entire major under construction projects currently being executed in the district by different agencies and discussed the issues related to the projects. Showing her concern over the prevailing status of the project, she asked executing agencies to avoid undue delay and complete the projects by December next.  She also asked them to submit complete sketch drawing and detailed estimates of all the projects for better monitoring.  The meeting was attended by all the Heads of Offices, Changlang. Panyor FC and Biryani XI enter final of Veterans Cup Football tournament

ITANAGAR, Sep 22: Panyor FC and Biryani XI have booked their place in the final of ongoing Veterans Cup football tournament being held at Yazali. In the first semi-final Biryani FC defeated Pepsi XI (Joram) by 4-1. Toko Shama scored two goals for the winning team.

In the second semifinal Panyor FC thrashed MLA XI by huge margin of 7-2. Panyor FC dominated the whole game. Techi Sopin scored a hat-trick for the Panyor FC. Toko Shama of Biryani XI and Dari Bogey, captain of Panyor FC, were declared man of the match. The final will be played on 24th.

 

ZCC &I suggests traders to install CCTV camera

ZIRO, Sept 22: Keeping in view the recent incident of attack and looting case of Joram Wine Shop, the Ziro Chambers of Commerce & Industries (ZCC&I) in a meeting held here today suggested all the shopkeepers and traders of twin township of Old Ziro and Hapoli to install CCTV in their shop premises. This was informed by Tailyang Sambyo, secretary ZCC&I.

While appreciating Ziro police for successfully cracking the wine shop attack case, the ZCC&I appealed them to keep its spirit up for the protection of general public, especially the business community in twin township. Active presence of police personnel will bring back the lost confidence of the people and generate feeling of more safe and secure, Sambyo added.

 

Govt aware of AdiSU demand on L/Siang

ITANAGAR, Sept 22:  Taking note of the reported  12 hours East Siang district bandh proposed by Adi Students Union (AdiSU) on 25th September to press their demands for exclusion of some Adi villages of East Siang from the Lower Siang district and settlement of boundary between the two districts, the  Chief secretary in a statement today said that  state Govt is aware of the issue and contemplating to constitute a Committee to hear all the concerned and suggest to the Govt for appropriate decision and if necessary, amendment to the District Re-organization (Amendment) Act, 2013 shall be made through the Legislative Assembly of Arunachal Pradesh.

Further, the state Govt considers that launching of any kind of agitation on the subject at this stage, may not be in the interest of public, the statement said.

 

Results declared

ITANAGAR, Sept 22: The re-evaluation/rechecking results of B.A./B.Com/B.Sc Ist, IInd and IIIrd Year (Honors & Pass) of all affiliated colleges of RGU, BA, LLB/LLB Semester Examination 2014 and Institute of Distance Education (IDE) 2014 have been declared. The mark sheet may be collected from the respective colleges. The result can be seen in the University website: www.rgu.ac.in., according to Deputy Registrar (Exam).

 

Forum reacts against Forum’s statement

ITANAGAR, Sept 22:  Reacting to Arunachal Block Education Officers Forum (ABEOF) statement in which it claimed that demand for cancellation of BEOs across the state is baseless, Arunachal RTI Activists Forum today said that it has enough evidence accessed through RTI to substantiate its demand.  ARTIAF stated that former Education Commissioner Hage Khoda has clearly mentioned in its vide circular no ED/2/519/2008/ dated 25th August 2010 banning further appointments of BEOs adding that there were already more than 100 teachers against 32 sanctioned posts. It also added that notification of education commissioner vide no ED/2/15/2010 dated 13th March 2012 had laid down the conditions for appointment of BEOs. RTI forum further reiterated its claim that appointment of currents BEOs are complete violation of the guidelines as 15 years service experience as junior teacher is need to be nominated for the said post.

 

RGU to contribute for flood affected J & K people

ITANAGAR, Sept 22: Expressing solidarity with the flood-affected people in Jammu and Kashmir, the Rajiv Gandhi University has decided to contribute one-day salary of this month of all the regular employees (teaching & non-teaching) of the university to the Prime Minister's National Relief Fund. This is also a part of national effort to support flood affected J & K people  in this hours of crisis.

 

Org claims illegal timber operation at Kolaptukar

ITANAGAR, Sept 22:  The Development Coordination Committee Dollungmukh today claimed that illegal timber operation is allegedly going on at Dollungmukh. In a letter addressed to the Principal Chief Conservator of Forest, the committee claimed that M/s Mother Lumber Industry is illegally operating the timber by felling trees in and around Dollungmukh circle without prior permission from the department.

 

BJP launches bye-poll campaign

ITANAGAR, Sept 22: A team of Bharatiya Janata Party (BJP), Arunachal Pradesh today kick started the bye-election campaign at Kanubari in Longding district.

Addressing the gathering of large numbers of party supporters on the occasion, State BJP president Tai Tagak, while focusing “Nai Souch Nai Umeed” aur “Sabka Saath Sabka Vikas”, called for peace and good governance in the state.

He said BJP is ready to take up all development initiatives and do justice to the people of trouble torn Longding, Tirap and Changlang  districts. The plentiful God gifted natural resources in this part of state can be harnessed to generate employment opportunities for the youths of these districts, he said adding people here are befooled and victimized in the vote bank politics.

The rally was addressed among others by MLA Tesam Pongte, Campaign Chairman, Somchum Ngemu, BJP candidate, Rongnai Maham, State General secretary, Dominic Tadar, State President, Mahila Morcha, Padmeswari Jamoh besides host of senior BJP leaders of Longding and neighbor districts. The President appealed Kanubari people to judge the time and candidate who can deliver. The Speakers called upon the people to remain alert and be ware of Congress befooling them again and work hard to elect BJP candidate Rongnai Maham, according to an BJP release.

 

Coordination meeting held

ITANAGAR, Sept 22: The coordination meeting of the Gangte Panchayat was held on September 20 last at village community hall, Balapu. It was attended by PRI leaders, GBs, representatives from Gangte Panchayat Employees Forum (GPEF), Gangte Panchayat Youth Welfare Association, village youth organizations, intellectuals and various HoDs of Gangte Panchayat to discuss problems and developmental issues pertaining to Gangte Panchayat.

Speaking on the occasion, ASM Gangte Panchayat Tana Mariam advised all the people present to coordinate and to work in unison for successful implementation of any schemes and for all round development of the panchayat. She also exhorted all the govt. employees posted in Gangte Panchayat to rededicate themselves to their duties and work sincerely for public interest.

She appealed all concern to create suitable working environment and support govt. staff without hindering their works.

During the meeting, all the participants requested the PRI leaders of the Panchayat to conduct Gram Sabha meeting from time to time in order to access various development activities and to hear the public grievances.

 

Firm alleged of irregularity

ITANAGAR, Sept 22: The Consumers of Upper Siang district have alleged M/S Siang MPCS Limited, Yingkiong, of indulging in irregularity in the supply of PDS items.

Claiming that the firm has not supplied PDS items as per the govt allocation since April 2012 to July 2014, the consumers of Upper Siang district have sought appropriate action against the proprietor of the firm.

The wholesale nominee cum carriage contractor is found to be defaulter in maintaining the buffer stock as well as FPS wise monthly sub-allotted quota of the district, it said in its representation to the Upper Siang DC.

 

AESDSU carries out ILP checking drive

PASIGHAT, Sept 22:  All East Siang District Students’ Union has again launched a ILP checking drive in the township of  Pasighat and its adjoining areas from today.

Altogether, 28 ILP violators were detected by the union along NH-52 from Ruksin to Pasighat and the same was handed over to police, said a release issued by the union.

The union said that despite three checking points at Ruksin, Kemi and 2 Mile along Pasighat-Ruksin road, detection of 28 ILP violators in the first day of Union’s ILP checking drive is a matter to ponder about the functioning of check gates. The union appealed to the police personnel who are manning the gates to properly check the ILP.

 

3 day in-service teachers’ training begins at Daporijo

DAPORIJO, Sept 22: The 3 day in-service teachers’ training for the elementary school teachers of Upper Subansiri district was inaugurated today at the District Institute of Education & Training (DIET), Daporijo by Deputy Commissioner K. Dulom.

Addressing the teachers present, DC said that teaching should be considered as a service and not just a profession by the teachers, as they play a vital role in shaping the character and future of the students. He also stressed on the importance of attending training programmes by the teachers to keep their knowledge and teaching techniques updated. He gave due emphasis on the importance of development in the education and health sector, stating that provision of quality education can bring about changes and development in the state.

Principal, DIET Biren Dutta too spoke on the occasion stating that the training was being conducted to improve and increase the professional ability of the teachers through enhancement of their knowledge, skill and attitude. DIPRO

Improve the roads

Dear Editor,

The issue at hand is whether government should spend more money on improving roads and highways rather than improving public transport. In my view government should spend money on improving roads and highways. This is because it is only through better roads we will be having better transportation.

If the roads are in bad condition, transportation gets affected too.

If mobility of vehicles is affected other areas like business also gets affected. Consider a vehicle carrying goods which are to be sold in other area. If it can’t reach the place in time we will be losing the market share. So for any country building good roads should be priority.

Another reason why I think government should consider improving roads and highways is connectivity.

If your town/city is better connected, there are better chances of companies being setup which in turn will benefit the people in form of jobs.

Finally, I think setting up good roads and highways is important because without roads there is no point in improving transportation.

For example there is no point in travelling in good vehicle on bad road or highway. Further it will lessen the performance of vehicle.

We will feel comfortable even in normal vehicle if the road is good. Improving road conditions should be first step. And then we can consider improving transportation facilities.

Unemployment problem in Arunachal

Dear Editor,

Through your esteemed daily, I would like to draw the attention of the concerned Authorities towards unemployment problem in the state. As per the data collected from the employment exchange office, there are lots of educated youths who have registered their names as unemployed in the state. However, the number of unemployed will increase, if we include the educated unemployed youths from rural area of the state too as they are yet to register their names in employment exchange office.

Unemployment is a serious problem in our state. Lack of industries, vocational/skill development training institutes, and absence of government policies are some of the reasons which lead to growing number of unemployed youths.

Now due to absence of job opportunities; unemployed youths are involving in unwanted activities which subsequently create law and order problem for the society. We cannot blame the government alone for lack of employment opportunities in govt. sectors, but the govt. must take up serious steps to help the unemployment youths to launch self-employment ventures in tourism, horticulture, and small scale industries etc.

If the unemployment problem is not tackled well then, the unemployed youths will go for negative activities like, drug addiction, suicides, the unrest& disorder. Beside this, also frustration will increase in the society.

Therefore, the duty of the government should make every possible effort to solve unemployment problem if not, the state will face serious problem in the near future.

Breach of trust

Dear Editor,

In reference to the alleged leakage of General Studies paper-II, of the ongoing APPSCCE (Mains) 2014, I would like to express my anguish in the strongest term for the breach of trust on the part of State’s Public Service Commission, Arunachal Pradesh.

At the first place, when this leakage episode was highlighted before the commission by some candidates, the Commission should have immediately announced for the cancellation of the  GS  Paper- II  examination which was held on 14th September,2014 and fixed new exam date as sufficient evidences was placed before them.

The Commission itself has to be blamed for the ongoing protest and outpour of criticisms it is receiving from various quarters as it has failed to give right decision and provide mechanism to redress the problem when it was approached.

On the other hand, rights of the candidates should be kept in mind by all the concerned parties related with APPSCCE (Mains) 2014, dispute.

Many candidates like me, have sacrificed many things and toiled day and night for the preparation of the examination for the last ten months or so.

Also each paper requires lot of attention, hard work, concentration and mental preparation while attempting in the answer sheets.

So, the paper like General English, Essay, General Studies paper-I which is free of any controversies and biasness should be evaluated in its present form. It would be illogical and unwise to treat them at par with the GS Paper-II against which proof of evidence has surfaced. Moreover, it would be impossible for us to appear again for the subjects like General English and Essay as we are already exhausted and lots of money and time has been spent. Therefore, alternation of the said subjects ( at least English and Essay ) by the Commission would compel us to seek justice from the Court. And as for the GS paper-II, the Commission can consider it as qualifying paper without adding marks while preparing the final merit lists or re-conduct examination of the said paper without further delay.

Apart from the Commission’s internal enquiry panel, external independent enquiry committee would be a welcome step which would atleast restores faith in Commission’s conduct for the time being. At the same time, if the Commission fails to discharge it’s duties and responsibilities, Government of Arunachal Pradesh should not hesitate to endorse other competent authorities to take  over the responsibilities of conducting the rest of the examination in the interest of the candidates and his/her family members. Examinations should go side by side with the enquiry. Delay in conducting exams will not only put the candidates back to square one but also already degrading reputation of the Commission and its members beyond repair.

Peace halted

Dear Editor,

The  regular unprecedented incidents  such as robbery, rapes, murder that’s rocking our once peaceful state has deeply saddened  the hearts of many.  The  voice that once  used to echo parallel seems to be echoing from different zones but only few seems to be totally concerned about reminding me about the famous quote by Hubert H. Humphrey - “There are not enough jails, not enough police, not enough courts to enforce a law not supported by the people.”

Calculation says that the trending ‘Culture of Crime’ one day might surpass the ‘Culture of growing Unions & Associations’ in our state. And it’s not a far; when both the culture will join hands together, making our state a hell.

The criminals committing the crimes, the so called Unions & Associations tormenting the common denizens with bandh calls and strikes, and our Law makers will be seen playing the roles in the movie ‘Peace halt in A.P’.

The development phase of the state is still “far off dreams” from all the angles, and along the increasing people’s perceptions diverting towards the wrong direction, it seems the developments have already been chopped-off in advance; heightening graphs of corruption and corrupt being.

But on a Positive note; The recent steps formatted by the State Law makers & the Law regulators, to erase the increasing crime rates in the capital city is commendable, but unless it bears fruit of success, it will once again act like a futile attempt made to please the common denizens; reminding further, the good steps to be initiated should not be confined in the capital city alone, but it should be formulated in every district too.

A serious thought

Dear Editor,

To understand the root of the cause of APPSCE fiasco, just compare the quality of the question paper with other state PSC, UPSC and central recruitment bodies in material terms. The APSC papers are just photo copied. There are no serial or hologram. Anyone could just photocopy it. How come the aspirants have allowed it for all these years ? I would suggest the commission to give it a serious thought.

Supply more water

Dear Editor,

I would like to highlight the fact that we are troubled by ”insufficient supply of water” at P-sector, Itanagar. Water is supplied once in the morning  which hardly lasts for 15-20 minutes. I eagerly request the concern authority to supply water at least for an hour or two times in a day.

Proper garbage disposal has become matter of concern

Garbage disposal has become one of the serious issues plaguing the state capital. Due to increase in population massive waste product is being generated. However, city administration has failed to upgrade the infrastructure to meet the growing demand. It is seen that most of the time streets of capital are filled with garbage. The untimely disposal of garbage not only litters the road but also pose serious health hazards.

Even though garbage disposal is the prerogative of municipal council, the citizen also has to play their part. They should dispose the waste products only at the designated sites and don’t throw it randomly in the street.   Schools should also educate children about need to maintain civic sense. In an encouraging sign, various colony and municipal wards have started to carry out clean drive movement in their respective areas. Recently residents of the ward no. 18 under Itanagar Municipal Council decided to construct dustbins in various locations for  the proper disposal of waste materials. They also agreed to provide plastic dustbins to each and every household. Such initiative deserves round of applause from everyone.
